Amber Atkins (played by Dunst) wishes to win the scholarship money which go with winning a title, then she could leave Mount Rose & survive a life similar to her idol, Diane Sawyer. Rebecca Leeman (played by Richards) is the girl of the wealthy man around town, & her mother (played by Kirstie Alley) is the head of the pageant in the town (having been the previous winner herself). This prompts numbers of whispers as much as town that a contest is fixed.
